MRSC Membership fulfills generally applicable state roster advertising requirements (e.g., as described in RCW 39.04.155 and RCW 39.04.190) by posting regionally focused Roster Legal Notices on behalf of those participating public agencies who utilize the Small Works and Consultant Rosters annually, and those who utilize the Vendor Roster, in addition to the Small Works and Consultant Rosters, biannually (twice a year). The notices are posted the first Monday (or the week of) in January and June in publications of general circulation per county. If a public agency has an internal policy to post legal notices in a publication that MRSC does not post in, then it is the agency’s responsibility to advertise their rosters in that publication or amend their roster legal notice policy.

Note: Although the Washington Department of Transportation (WSDOT) Local Programs division has in the past approved the use of MRSC Rosters (except for the MRSC Vendors Roster – see below) for use on roster projects receiving federal funds via WSDOT, MRSC has been informed that WSDOT is no longer granting such approval. WSDOT has notified MRSC that based on new Federal Highway Administration (FHWA) register rules, WSDOT is no longer approving use of MRSC Rosters, including via the MRSC Rosters biannual legal notice, for use on federal projects funded via the WSDOT Local Programs division. The revised federal rules at issue update regulations governing the procurement, management, and administration of engineering and design-related services directly related to highway construction projects and reimbursed with federal-aid highway program funding.

Note, too, as has been the case, that WSDOT does not approve the use of the MRSC biannual legal notice for the Vendors Roster for federal aid projects.
