- Acceptance of Terms. The Municipal Research & Services Center (“MRSC”) operates mrscrosters.org through the MRSC Rosters service. The following Terms of Use, as updated from time to time by MRSC, apply to your use of the MRSC Rosters website. Your use of the MRSC Rosters website constitutes your agreement to all such terms, conditions, and notices contained in the MRSC Rosters Terms of Use.
- “MRSC” refers to the Municipal Research & Services Center
- “MRSC Rosters” refers to a service offered by MRSC through which MRSC hosts the Small Public Works Roster, Consultant Roster, or Vendor Roster of participating public agency members.
- “MRSC Rosters website” and “website” refer to mrscrosters.org and encompass both the portal website and the online database, which includes the hosted small public works, consultant, and vendor rosters of participating public agency members.
- “Terms” refer to the MRSC Terms of Use in their entirety.
- Modification of these Terms of Use. MRSC reserves the right to change the terms, conditions, and notices under which the MRSC Rosters website is offered, including but not limited to the charges associated with the use of the website.
- Copyright and Ownership. This website and its contents are owned by MRSC or third parties and are protected by law, including but not limited to copyright and trademark law. Certain content, such as copyrighted materials and trademarks, are used by permission of third parties. Except as allowed by law (such as fair use) or as expressly permitted in connection with specific content, this website and its contents may not be reproduced, modified, distributed, displayed, performed, or used in any way without the prior written permission of MRSC or the third-party owner. For purposes of the Public Records Act, Ch. 42.56 RCW, business information contained on the MRSC Rosters website remains under the control and ownership of the public agency for which it is listed on the website.
- Privacy Policy – Website User. MRSC may automatically collect non-personal information about your internet connection, including but not limited to: (1) The Internet Protocol (IP) address and name of the Internet domain you used to access the Internet;(2) The (IP) address of the website from which you linked directly to a MRSC Rosters website; (3) The date and time you accessed the website; (4) The pages you visited; and (5) The web browser and operating system you used to access the website.MRSC does not automatically collect or retain personally identifiable information about the users of the MRSC Rosters website. Any personally identifiable information voluntarily provided by you to MRSC will only be used by MRSC to: (1) administer your participation in the website; (2) Communicate information MRSC thinks may be of interest to you; (3) Contact you; (4) Conduct research or surveys; (5) Respond to subpoenas, court orders, or legal process; (6) Establish or exercise MRSC’s legal rights or defend against legal claims. In addition, MRSC will retain the personally identifiable information as required under the laws of Washington State.
- Privacy Policy – Private Entity Listed on MRSC Rosters. Personally identifiable information provided to MRSC by a private business who wishes to be listed on the Small Works Roster, Consultant Roster, or Vendor Roster of a particular public agency is not shared with the general public. This information is shared with public agencies wishing to select a business for Small Works Roster, Consultant Roster, or Vendor Roster projects in their jurisdiction. In accepting the Terms of Use, you recognize that MRSC has no control over what these public agencies do with the personally identifiable information maintained in the MRSC Rosters website, including but not limited to business selection, solicitation, or award of contract, and you agree to hold harmless MRSC in the event that this information is used inappropriately by a third party.
- Privacy Policy – Public Agency Using MRSC Rosters. MRSC agrees to make the MRSC Rosters and associated applications and qualifications for each available to a public agency by providing it with a user name and password for access the MRSC Rosters database through the website portal. This user name and password will be kept confidential and will not be shared with any third party, except as provided by these Terms. MRSC will only use this personally identifiable information to: (1) administer your participation in the website; (2) Communicate information MRSC thinks may be of interest to you; (3) Contact you; (4) Conduct research or surveys; (5) Respond to subpoenas, court orders, or legal process; and (6) Establish or exercise MRSC’s legal rights or defend against legal claims.
- Privacy Policy – Third Party Maintenance and Data Storage. MRSC reserves the right to allow a third party business access to the MRSC Rosters website for purposes relating to website maintenance and data storage. During the course of website maintenance or data storage activity, a third party business may have access to information stored on the MRSC Rosters website.
- Changes to Website Content. From time to time, MRSC may change the MRSC Rosters website through the modification, deletion, or addition of content and materials. MRSC reserves the right to add to or change the website or cease offering the website at any time and without notice and without liability.
- Access Restriction. MRSC reserves the right to refuse to offer access to the MRSC Rosters website or its content to anyone at any time without notice. MRSC may take action in its sole discretion to terminate your permission to use the MRSC Rosters website or to block or prevent future access to and use of the MRSC Rosters website.

The content and materials contained on the MRSC Rosters website are for informational purposes only and are not intended as legal advice, nor as a substitute for the legal advice of an attorney. The transmission of a request for information to MRSC does not create an attorney-client relationship. - Choice of Law and Venue. These Terms and the relationship between you and MRSC will be governed by the laws of the State of Washington, without respect to its conflict of law provisions. You agree that venue with respect to any dispute between you and MRSC will rest exclusively in the state or federal courts located in King County, Washington.
- Duration of Agreement. These Terms immediately take effect at the beginning of each visit to the MRSC Rosters website and remain in force for the complete duration of each use of the website.
- Disclaimer of Warranties. The use of the MRSC Rosters website is solely at your own risk. The website is provided on an “as is” and “as available” basis.
